Su ubicaci\u00f3n, en el punto m\u00e1s alto de la ciudad (532 m sobre el nivel del mar), hizo que el arquitecto optara por una soluci\u00f3n emblem\u00e1tica (torre de 40 m de altura) y ornamental, descartando la opci\u00f3n l\u00f3gica de un dep\u00f3sito soterrado.
